1) I think holding sovereignty as time progresses should raise the security status of 0.0 systems. This would offer a real reward to players for all the hard work and "boring" aspect they go through. .4 systems would gain the ability to deploy gate defenses, and .5 systems and up would gain an NPC faction garrison. The higher the sec stat of the system the stronger that NPC faction garrison would be. Though it would not reach the level of "Concord" by no means, and would cost the player empire some ISK to maintain. There could be some very interesting aspects to that. .5 systems would gain the "concord" type effect in belts and what not, but they response time might not be the best.
2) Sovereign systems with .5 and up should have the option to build a gate that can be accessed from NPC Empire. No more than 1 per constellation. That gate would connect to a new gate placed in low sec of an NPC empire closest to the system. Of course anyone could use it. Gate guns and NPC faction ships would attack those with negative standings to that player empire if they came through. This would be like a normal NPC gate.
The point of that would be to encourage player alliances to not necessarily feel they have to control vast expanses of 0.0, choke points into their space, and would allow smaller alliances to populate 0.0 space.
3) I think sovereignty should be based on all assets in a system. Stations, POSes, player gates, and whatever else CCP comes up with. Everything should be destroyable too including the NPC garrison the player empire employs. The more money they put in they more garrison they should have too. There would have to be a system to dismantle a player empire starting with the lowest security systems first.
4) More star systems so there is more opportunity for more players to venture into deep space and setup a colony. With more star systems, player empires would be less inclined to try to control more and more star systems for sovreignty.
5) Oh yeah, space stations should have defenses too and should be the most difficult to take down.
